The multiple initiatives by the oppo to Prop 40, the one time billionaire tax, probably affected the turnout. The rule of thumb is that if you can give voters three issues to bother to vote, you’ll get them to vote on other things. They put three initiatives on there, and the voters probably went for all the anti-tax positions.
