"Rocks" is beating out "sucks" 189 to 119, but the fact that it seems like nobody cares about InfoPath is the really interesting fact(oid).
I find it's a slick tool. It's faster than making a web page. But to fill out InfoPath forms you need the form filler or some kind of SharePoint setup.
For extremely simple forms, there are web-based tools like Google Forms, Wufoo, Survey Money, etc. A ton of them. More advanced tools like Zoho and QuickBase can do relational forms. A real web application with better searching takes longer to develop, but has maximum flexibility.
The web-based solutions have the benefit of working from any internet-connected computer, or smartphone.
